Responsive to this request, in addition to one record provided in our July 2, 2026, response, please find attached additional correspondence discussing the issue of exclusive representation of retirees. Under MPIA GP § 4-344, which allows a custodian to deny inspection of confidential opinions, deliberations, advice or recommendations from one governmental employee or official to another for the purpose of assisting the latter in the decision-making function, we made a redaction on page 1 for pre-decisional content that if released would be contrary to the public interest where advice and opinions on such matters could inhibit future efforts to negotiate on behalf of the school system. Additionally, we have made redactions on pages 3, 8, 26, and 29 under MPIA GP § 4-311 which prevents disclosure of personnel records of an individual including those related to hiring, discipline, promotion, dismissal, or any other matter involving a specific employee’s status.
