Can you please provide information (contracts, MOUs, etc...) that specify the arrangement hcpss has with Bob Tencher for advertising and finding temporary employees to be hired by his company and placed in the schools that advertised. Please also included when this arrangement began. Below is the ad from Bush Park ES (as an example).

We are currently seeking a Temporary Employee (TE) to provide support to students in our primary grades who receive special education services.
In this role, you will work collaboratively with our Special Education Team to support students in achieving the goals outlined in their Individualized Education Programs (IEPs). This is an excellent opportunity to make a positive impact on students' educational experiences while gaining valuable professional experience within the Howard County Public School System.
Qualifications
Experience working with children or adults with disabilities is required.
High school diploma or GED required; college coursework is preferred.
Successful completion of State and Federal criminal background checks and a Maryland Child Protective Services (CPS) background check.
Work Schedule
Monday through Friday, on all student attendance days
9:25 a.m. – 3:55 p.m.
