Organization/Agency
Freestate Investigations, LLC
Requested Information
On behalf of Freestate Investigations, LLC, I request electronic copies of existing public records under the
Maryland Public Information Act, General Provisions Article, section 4-101 et seq.
Cover arrangements in effect, purchases made, or payments recorded from October 30, 2021 through the
date the search begins. Include earlier procurement records needed to complete those files and any
specifically identified historical procurement below.
Agency scope
Administrative procurement and legal-support costs
This concerns purchased legal service of process, civil-process and subpoena delivery, and related
locating/skip tracing and affidavit/return work. It does not concern IT or business-process servers or mere
acceptance of papers as a registered agent.
Records requested
1. Existing contract and payment indexes
Provide existing contract registers, vendor and purchase-order listings, payment-ledger entries and
agreement indexes identifying service-of-process purchases. Include formal contracts, small or spot
purchases, quotes, cooperative or piggyback orders, sole-source or emergency purchases, relevant
outside-counsel invoice disbursements held by your agency, and intergovernmental service or
reimbursement agreements. For each identified arrangement, provide the complete file described below,
not only its listing.
2. Complete solicitation and award file
Provide the IFB, RFP, RFQ or quote request; specifications and attachments; amendments; questions and
answers; pre-bid records; bid-opening records and tabulations; evaluation and scoring records;
responsibility and responsiveness determinations; award recommendations, approvals and notices; retained
protests and debriefings; and nonexempt procurement correspondence. Include the purchasing justification
when competitive bidding was not used.
3. Every bid, proposal and quotation
Provide each retained submission in full, including the winner and all unsuccessful, rejected, withdrawn,
disqualified or late submissions. Include technical and financial portions, all unit-price and cost schedules,
qualifications, certifications, references, attachments, revisions, clarifications, negotiations and
best-and-final offers. A bid tabulation alone will not satisfy this part.
4. Entire agreement and subsequent changes
Provide every executed contract with all incorporated exhibits, terms, scopes and price schedules; purchase
orders and cooperative authorizations; amendments, change orders, price changes, option exercises,
renewals, extensions and termination notices; approved subcontractor lists or authorizations; and records
identifying the using unit, contract administrator and current status. Include relevant service-of-process
provisions in intergovernmental agreements, separately from other funded functions.
Production, performance and fees
5. Existing spending, workload and performance records
Provide existing invoices, payment and expenditure histories, and routine service-volume and performance
reports. Include existing aggregate referral, attempted-service, successful-service and nonservice counts,
turnaround measures, and formal performance deficiencies or cure/default notices. I do not request a newly
created analysis or individual litigants' underlying case files.
6. Existing renewal and replacement plans
Provide existing nonexempt approved schedules, requisitions, procurement plans, notices, replacement
solicitations and addenda concerning renewal, expiration, extension or replacement of these services,
including plans already held for the next five years. This is a request for existing records, not a forecast to
be created or an ongoing search for future records.
