We are denying this request per MPIA GP § 4-311, which states “a custodian shall deny inspection of a personnel record of an individual, including an application, a performance rating, or scholastic achievement information.” Resumes in HCPSS’ possession are part of an individual employee’s personnel record collected with their application.
