Requested Information
This request regarding evaluation of the 2017 Feasibility Study may overlap with Request #2018-044 and requests checking of information already dispersed in #2018-004.

Please verify test information provided in Request number in file #2018-004 “Planpoly.projections.xls” for Math and Reading in elementary school, middle school, and high school. Variables: ES_PASS_RE, ES_TAKE_RE, ES_READ_PC, MS_PASS_RE, MS_TAKE_RE, MS_READ_PC, HS_PASS_RE, HS_TAKE_RE, HS_READ_PC, ES_PASS_MA, ES_TAKE_MA, ES_MATH_PC, MS_PASS_MA, MS_TAKE_MA, MS_MATH_PC, HS_PASS_MA, HS_TAKE_MA, HS_MATH_PC.

For each test please indicate what test was taken, by what grade level, in what year. Please indicate the meaning of “pass” (e.g. proficiency, meets expectations, etc.). Please provide more detailed data of scores by polygon number such as (raw score, does not meet expectations, approaches expectations, meets expectations, exceeds expectations, etc.).

Please verify all data. In my preliminary analysis I found Oakland Mills HS and Hammond HS had the highest high-school pass rates in reading and were greater (P<0.05) than Centennial HS, which was lowest. There was no effect of % of students in FARM on passing, and analysis was therefor not corrected for income. I could not verify these data with published sources, which generally do not show these differences. Therefore, please verify accuracy of these data, and provide any summarized scores by school if available. Scores summarized from data in file: % Passing of Reading Test by high school were: Hammond 82.7, Oakland Mills HS 82.9, Centennial HS 72.9, River Hill 73.5.

More detailed data regarding test scores is not used by School Planning at the polygon-level for redistricting study purposes, therefore no responsive reports with raw or categorical analysis of scores at that level exists. While our Information Technology Office may be able to create new data sets at the polygon-level, under the MPIA process, and as advised in the Fourteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to program/generate new reports that are not already used in the normal course of business.

HCPSS has made substantial efforts to ensure the accuracy of this information; however, school polygons and attendance areas are subject to change. Please be mindful when comparing data as many variances can occur between reports based on date pulled, categories included, etc. The user of this data accepts full liability for any use of the data. Responsive Documents
This polygon projection chart contains all available polygon-level data as currently used by the School Planning Office for redistricting purposes. In order to protect against potential disclosures of personally identifiable information about students when looking at polygon-level data where those who know the residents of a particular neighborhood may be able to deduce student-level information, HCPSS is following the National Center for Education Statistics’ federal guidelines for protecting student privacy in public reporting. Under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, FARMs and academic testing data has been suppressed per the key contained in the file.
