As approved at a July 18, 2017, Board of Education meeting (see exhibit PC – 1) which includes indication that the bid decision was made based on the lowest proposed fixed fee prices for officiating services.

Maryland Select Officials Association bid application

Under MPIA GP § 4-335, which prevents disclosure of confidential commercial or financial information furnished by an outside unit, company dollar volume on page 8 has been redacted. Additionally, under MPIA GP § 4-335 as well as MPIA GP § 4-310 which protects letters of reference, pages 5, 6 and 7 have had reference form content redacted. This document includes portions of the application which were supplied on HCPSS bid forms and which can be released without further review to identify potential proprietary information of the supplying entity under MPIA GP § 4-335.
