This is a request under Maryland’s Public Information Act. I’m writing today to request records your agency possesses related to BusPatrol, a self-described “AI-powered school bus safety program.” Please furnish the following information:
● A copy of your contract with BusPatrol.
● A breakdown, by year, of total citations your county has issued drivers with the assistance of BusPatrol technology since the date you adopted BusPatrol.
● The “Top 10 Unique Violation Locations,” broken down by year, since the date you adopted BusPatrol. ● A breakdown, by year, of total buses outfitted with BusPatrol technology.
● A breakdown, by year, of total revenue your county has earned as a result of citations using BusPatrol technology since the date you adopted BusPatrol.
● A breakdown, by year, of total revenue your county and BusPatrol together have earned as a result of citations using BusPatrol technology since the date you adopted BusPatrol. ● The number of police officers who are currently tasked with reviewing citations delivered by BusPatrol. Please break this down by year.
● The total number of hours per week that these officers dedicate to citation review. Please break this down by year.
● A breakdown, by year, of the percentage of tickets deemed “valid” by officers reviewing them.
● The total number of pedestrians that have been struck by motorists near school bus stops in the past 10 years in your county. Please provide a record of each case.

Responsive to this request, the contract between HCPSS and Bus Patrol has been previously released under this prior MPIA response.
Please find attached the current Memorandum of Understanding between HCPSS and the Howard County Police Department which breaks down the responsibilities of the school system vs. the County. Given the citations and revenues for stop-arm cameras are administered by the Howard County Police Department, and police officers working on the program are employees under their authority, the remaining records in your requests would come from that agency.
