Responsive to this request, including the following clarification received November 7, 2025:
If there is a belief that the Board Policies for those years no longer exist for the requested years please provide a record indicating if and when they were destroyed or lost. Alternatively, you can provide all of the original policies addendums to the policies that were in existence during those years. Thank you for prompt attention into these matters; neither the HCPSS Policy Office nor the Board of Education Office are aware of records indicating lost or destroyed policies during the years requested. For reference, the HCPSS Policy Office currently maintains electronic versions of policy manuals since 2009. Additionally, HCPSS Policy 3050 – Records Management was initially adopted in 2011. We are aware of one record retention schedule on file with the Maryland State Archives prior to that time (1961) that references Board of Education records, in-which the only requirement was retention of meeting minutes: https://msa.maryland.gov/megafile/msa/stagsere/se1/se53/000500/000500/pdf/se53-500.pdf. As noted in this prior MPIA response: https://mpia.hcpss.org/requests/2024-131 policy language, as well as modifications or revisions to policies, were often incorporated into Board minutes themselves.

What documents or series of documents is HCPSS required to maintain at minimum? Primarily interested in regard to policies and procedures. Please indicate the length of time the documentation must be maintained and in what format. Not concerned with documentation specific individuals. Please include any legal citations from Maryland, Maryland Department of Education, or HCPSS.
