Pursuant to the Maryland Public Information Act (MPIA), Md. Code Ann., General Provisions § 4-101 et seq., please provide records regarding HCPSS procedures for extended or indefinite absences of special educators providing services within the HCPSS Continuum of Special Education Services.

For purposes of this request, the HCPSS Continuum of Special Education Services includes comprehensive, regional, public separate day, transition, and other special education service models identified in the HCPSS Continuum.

Timeframe: Please provide responsive records for school years 2023–2024 through 2026–2027, including any current procedures or guidance in effect for the 2026–2027 school year.

Please provide the following records:
1. Any policies, procedures, protocols, directives, and other written guidance for notifying parents/guardians when their child’s assigned special educator within the HCPSS Continuum of Special Education Services is absent or unavailable for an extended or indefinite period.
2. Any procedures or guidance establishing when and under what circumstances families are expected to be notified, including when and how notification should occur and how ongoing communication should be maintained.
3. Any procedures or guidance for notifying families about who will replace the absent special educator and be responsible for their child’s classroom instruction and special education services.
4. Any requirements or processes for ensuring that an educator or substitute assuming responsibility for a special education classroom or service is qualified, trained, and properly supported.
5. Any procedures or guidance for ensuring continuity of special education instruction and services during an extended absence of the assigned special educator, including SDI, IEP implementation, accommodations and modifications, progress monitoring, data collection, and IEP goals.
6. Any protocols or guidance provided to principals or school administrators on when and how families should be notified of an extended change in classroom staffing.
7. Any documents showing whether HCPSS has a systemwide process for notifying families of an extended teacher absence, or whether each school determines how and when families are notified.
For each document, please provide the original document, including the date it was created and any available metadata showing its creation or revision date.
If no responsive written policy, procedure, protocol, guidance, or other record exists for any portion of this request, please indicate that no responsive records exist for that portion.
