This includes, but is not limited to reports, spreadsheets, compliance data, any records submitted to the Maryland State Department of Education, internal memorandums, cost sheets, cost savings reports, number of days while students await a placement, interim placements for students while awaiting placement, guidance provided to school teams, guidance documents prepared by the department of special education staff regarding any and all part of the CEPT process.
Responsive to this request, in regard to the number of students referred to a Central Education Placement Team (CEPT) by school teams since 2023-2024 school year, please find that data below:
- 2023-2024 = 130
- 2024-2025 = 118
- 2025-2026 = 127
For the remaining data requests, staff indicates no data tracking the length of time until placement; the length of time from referral to CEPT and to date of placement; or students who receive Home and Hospital or Interim Alternative Educational Service while awaiting a private, separate day school placement exists. Please note, under the MPIA process, and as advised in the Nineteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to generate new data or summarize data.
