RE: Maryland Public Information Act Request – Capital Procurement and Architectural Contracting Records (2004–2009)
Pursuant to the Maryland Public Information Act (Md. Code Ann., Gen. Prov. §§ 4-101 et seq.), I am writing to formally request the inspection and copy of all public records maintained by the Howard County Public School System (HCPSS) and the Howard County Board of Education regarding the procurement, architectural design contracts, and construction of the following facility projects built or modernized between 2004 and 2009:
Veterans Elementary School
Dayton Oaks Elementary School
Bushy Park Elementary School
Specifically, I am requesting access to the following categories of records:
Architectural & Design Contracts: Copies of the original executed agreements, addenda, and contract modifications between HCPSS and any architectural, engineering, or design consulting firms contracted for the development, schematic designs, and structural blueprints utilized for these three specific school sites.
Design Duplication & Prototype Authorizations: Any internal or external correspondence, memoranda, authorizations, or legal determinations justifying the reuse, copying, or adaptation of architectural schematics or proprietary design assets originally drafted by a different, previously contracted architect or firm.
Vendor Disputes, Cancellations, and Terminations: All records, including legal correspondence, notice of default letters, contract termination notices, or documentation regarding formal billing/business disputes between HCPSS and any architectural design entity or contractor associated with these projects between 2004 and 2009.
Internal Procurement Review Communications: Any email communications, notes, meeting minutes, or internal briefing logs belonging to the Superintendent’s cabinet, the Capital Planning and Construction division, or the Purchasing department that reference corporate/business conflicts, blacklisting, or retaliatory adjustments regarding construction contract awards during this timeframe.
