Pursuant to the Maryland Public Information Act, I hereby request the following records:
Please provide electronic copies of records maintained by HOWARD COUNTY PUBLIC SCHOOLS from January 1, 2025 through the date of this request concerning the U.S. Department of Education, Office for Civil Rights (OCR) resolution agreement in OCR case 03-24-1154.
I request the following existing records:
1. District correspondence with OCR about the identified agreement or case, including messages to or from OCR-Transition@ed.gov, the OCR staff addresses identified in the Agreement or Letter, and other Department of Education addresses ending in @ed.gov when the message concerns this case, agreement, or a related monitoring submission. This includes OCR acknowledgments, feedback, approvals, requests for revision or additional information, closure-related messages, and any bounced, undeliverable, rejected, failed-delivery, out-of-office, automated-reply, non-delivery, or other delivery-status messages, as well as follow-up messages or internal records indicating that an attempted OCR contact or submission did not receive a response. Include attachments and transmittal emails.
2. Records submitted, prepared for submission, or maintained for submission to OCR, including reports, data, policies, training materials, remediation records, implementation updates, requests for approval, transmittal emails, and records identifying deliverables, deadlines, or responsible staff.
3. Internal district emails or memoranda about an inability to reach OCR, delivery failures, unacknowledged submissions, unanswered follow-ups, delayed OCR feedback or approval, delayed submission, or delayed agreement work.
