The 2015-2017 Trends in Out-of-School Suspensions Report, dated February 8, 2018 reported on new requirements for disproportionate discipline with the following:

MSDE has proposed a three-year plan for implementing this accountability system:
1.Phase  one  is  the  initial  data  review  focused  on  data  dissemination  and  information  gathering,  spanning  January  through  June  2017.  During  this  period,  MSDE  will  disseminate  school-level, three-year trend data to local education agencies to assess and analyze suspension trends; as well as provide professional learning on how to interpret that data.
2.Phase  two  is  focused  on  root  cause  analysis,  spanning  July  2017  through  June  2018.  Schools  establish  teams  to  analyze  and  act  upon  suspensions  data  based  on  identified  root  causes  for  disproportionate  suspension  rates.  MSDE  plans  to  provide  updated  suspensions  data  to  local  education agencies in late fall of each year.
3.Finally, phase three begins the full implementation phase, starting in July 2018. Throughout this phased  implementation,  MSDE  will  provide  professional  learning  resources  to  support  local  education agencies in their pursuits to reduce disproportionality in discipline practices.

Although full implementation of the MSDE accountability system to identify disproportionality in school discipline will not begin until SY2019, HCPSS is committed to identifying the root causes for the current state of disproportionate suspension rates in  order to foster an environment that facilitates equitable learning opportunities for all students.

I am requesting the listing of schools that met the MSDE value for disproportionality in school discipline for each year from 2017 to the present, the student group identified for the disproportionality, the risk ratio or disproportionality number, and any documentation of metrics being used to determine effectiveness of the actions being taken to address the root causes of the disproportionality.

HCPSS has made substantial efforts to ensure the accuracy of this information; however, data collection and reporting is consistently subject to change.
