1. The number of police officers assigned full-time and part-time as School
Resource Officers (SROs), as defined in Maryland Code, Education Article § 15-
701(j);
2. The public-school location(s) where SROs were assigned;
3. The annual salary of each officer assigned to work as an SRO, disaggregated by
the number of hours the officer works as an SRO (officer’s name and other
identifying details may be redacted);
4. HCPS’s total budget allocation for the assignment of SROs to public schools,
disaggregated by the source of funds (e.g. state funds vs. local revenues);
5. HCPS’s total actual expenditure on salaries for police officers assigned to work as
SROs, disaggregated by the source of funds (e.g. state funds vs. local revenues).
Responsive to this request, as noted in the records below, the law enforcement agency which provides all SROs to HCPSS is the Howard County Police Department (HCPD). Officers provided by HCPD are employees of that Department, and as such, outside the records provided above, they would be the custodian of records for identification of individual full or part-time assignments and/or hours worked over the past three years, as well as related salaries, budgets and expenditures through the County’s Department of Finance.
