In an effort to understand the substantial reporting inconsistencies between data provided in MPIA requests (for example, 2021-230) and that reported by MSDE, please provide the restraint and seclusion survey reports provided to MSDE for their annual reports dated 12/1/2018 (for SY 2017-2018) and 12/1/2020 (for SY 2019-2020), as they have already been provided in MPIA 2020-303 for the MSDE annual report dated 12/1/2019 (for SY 2018-2019). Please also provide records of any correspondence (letters, e-mails, phone calls) between MSDE and HCPSS regarding errors in reporting restraint and seclusion data or updating of information for any of these years.

Responsive to this request, beyond the record included below, we unfortunately have been unable to locate a record of the original SY17-18 survey response to MSDE. For reference, the data as included in the 2017-2018 report can be found here: http://dlslibrary.state.md.us/publications/Exec/MSDE/ED7-1102.1(4)(ii)_2018(rev).pdf. Additionally, we have not located any correspondence between MSDE and HCPSS regarding errors in restraint and seclusion data. Please note, all HCPSS restraint and seclusion data is currently under review by staff.
