I'm requesting details on the Jump Start program between HCPSS and the Howard County Community College.
I'd like to know:
1) The total number of students that have enrolled in the Jump Start Program for the last four years.
2) The total number of students that have
2a Successfully passed their course
2b Withdrawn from the class
2c Failed their class
3) I'd like a copy of the contract between HCPSS and HCC
4) The number of complaints filed related to the Jump Start program.
5) The annual cost for the program and how Jump Start is funded. Is it per student, is it an annual fixed cost, etc.
6) I'd like to know exactly what FERPA laws prevent HCC from communicating grades to parents and HCPSS members when the student is a minor.

Responsive to this request, please find records provided below. Specific to your request regarding the number of complaints filed related to the JumpStart Program, no such tracking exists.
