For this request, "security camera upgrades" means upgrades to existing camera systems and new or additional cameras. I am requesting records for the last three years:
1. All records regarding setting the priority criteria for determining what schools will get security camera upgrades;
2. All records regarding requests for security camera upgrades in schools;
3. All records indicating which schools will receive security camera upgrades including anticipated completion dates; and
4. All records indicating schools which have received security camera upgrades.

Responsive to this request, and per clarification this is for records from 2022 to present, staff has identified a spreadsheet used during this timeframe containing information on current camera placements, past updates made to camera systems, as well as anticipated completions dates for future upgrades. Under MPIA GP § 4-352 an agency may deny inspection of records prepared to prevent emergency situations, those that reveal surveillance techniques, or where release may endanger the life or physical safety of an individual. Therefore, we are withholding the spreadsheet and any requests for upgrades from schools/administrators as HCPSS considers the number, location, type and capability of cameras, as well as the reasons for need/existing vulnerabilities confidential under this exemption. An available memo is attached below.
The attached responsive record during the requested timeframe pertains to setting the systemwide priority criteria for camera upgrades.
