In particular:
- A listing of all positions transferred from Categories 1 & 2 into Category 6 that were transferred between FY21 and FY25. Details should be listed by FTE to reflect the year each transfer occurred, program, job title and any relevant costs linked to each FTE at the time it was transferred to Category 6.
- A listing of any positions proposed to be transferred from Categories 1 & 2 to Category 6 in the approved FY26 Board Requested Budget by FTE to reflect the program, job title and any relevant costs linked to each FTE at the time it was transferred.
- A listing of all Central Office positions reflected in the FY26 Board Requested Budget that are booked to Category 6 listed by FTE to reflect the program, job title and any relevant costs associated with each FTE that is funded via Category 6.
I would also like to request a breakdown of the reported Category 6 vacancy rates for FY21 through the FY25 reporting period that ended December 31, 2024 to indicate the annual vacancy rate for all Central Office positions booked to Category 6 and the rate for all school based positions in Category 6.
Responsive to this request, in regard to the first two items above, no tracking of data on transferred positions from year to year between categories and costs at the time of transfer exist. Under the MPIA process, and as advised in the Nineteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to generate new data or summarize data. Additional clarification would be needed to continue response.
