Requested Information
Pursuant to the MPIA, I hereby request access to certain public records as defined by the MPIA, including but not limited all reports, correspondence, forms, notes, computerized records, e-mails, letters, photographs, recordings, memoranda, notices, minutes, and guidance documents in the HCPSS’s possession, custody or control. Specifically, I request the opportunity to review and obtain copies of the following categories of public records:
(1) All records that constitute, refer to, relate to, or memorialize, the Boundary Review Process requested by the Board on or about February 13, 2025.
(2) All documents that constitute, refer to, or relate to Policy 6010 – School Attendance Areas, including all versions and drafts thereof, any analyses or comments on that Policy, all formal or informal guidance materials relating to Policy 6010, or any procedural documents relating thereto.
(3) All written materials referring or relating to any formal communications with or input provided from any member of the public relating to the Boundary Review Process for the 2026-2027 School Year, including but not limited to any materials in preparation for, disseminated or presented at, received at, or memorializing any the information sessions presented in April 2025 at Wilde Lake Middle School, Burleigh Manor Middle School, or Swansfield Elementary School.
(4) Any survey results received by the HCPSS or the Board in connection with the information sessions conducted in April 2025.
(5) Any and all communications within the Board, within the HCPSS, between the Board and the HCPSS, or between the Board or HCPSS and any third party concerning the Boundary Review Process for the 2026-2027 School Year.
(6) Any contracts between the HCPSS or Board, on one side, and any third party contractor relating to the Boundary Review Process for the 2026-2027 School Year.
(7) Any and all analysis conducted, reports or recommendations generated, or data considered, in determining Facility Utilization under Policy 6010 for the Boundary Review Process for the 2026-2027 School Year.
(8) Any and all analysis conducted, reports or recommendations generated, or data considered, in determining Facility Utilization under Policy 6010 for any boundary review process for any year prior to the 2026-2027 School Year.
(9) Any and all analysis conducted, reports or recommendations generated, or data considered, in determining Community Stability under Policy 6010 for the Boundary Review Process for the 2026-2027 School Year.
(10) Any and all analysis conducted, reports or recommendations generated, or data considered, in determining Community Stability under Policy 6010 for any boundary review process for any year prior to the 2026-2027 School Year.
(11) Any and all analysis conducted, reports or recommendations generated, or data considered, in determining Demographic Characteristics of Student Population under Policy 6010 for the Boundary Review Process for the 2026-2027 School Year.
(12) Any and all analysis conducted, reports or recommendations generated, or data considered, in determining Demographic Characteristics of Student Population under Policy 6010 for any boundary review process for any year prior to the 2026-2027 School Year.
(13) Any and all projections, capacity concerns and/or strategies submitted to the Board by the Superintendent or the Superintendent’s designee for consideration of the Boundary Review Process for the 2026-2027 School Year or any prior boundary review process.
(14) Any Proposed Attendance Area Adjustment Plan submitted by the Superintendent to the Board for the Boundary Review Process for the 2026-2027 School Year or any prior boundary review process, or any response from the Board or supplement to the Plan submitted thereto.
(15) Any Final Attendance Area Adjustment Plan adopted by the Board from any prior boundary review process.
(16) Any and all communications with the Maryland State Board of Education concerning the Boundary Review Process for the 2026-2027 School Year.
(17) Any and all communications with the United States Department of Education concerning the Boundary Review Process for the 2026-2027 School Year.
(18) Any formal appeals or civil complaints filed by any person challenging the Attendance Area Adjustment Plan for School Year 2020-2021, including any motions, legal memoranda, or briefing submitted thereto before the Board, the Maryland State Board of Education, the Maryland Office of Administrative Hearings, or any court of the State in any such appeal or civil action.
