Requested Information
I respectfully request access to all records created, received, maintained, or used by the Howard County Public School System (HCPSS) that provide guidance, instructions, training, criteria, directives. or decision-making frameworks addressing staff roles and responsibilities when a student is making little or no progress on their IEP goals.
This request seeks records that address the following:
1. Actions staff should take when insufficient progress is identified (e.g., revising IEP goals, modifying services, convening IEP meetings, conducting assessments, providing additional supports, escalating concerns); and
2. How staff are directed to decide among those possible actions, including any criteria, considerations, or decision-making steps
3. How quickly staff are expected to act once limited or no progress is observed.
I request all responsive records from January 1, 2015 to the date you begin your search, including but not limited to the following:
• Policies, procedures, manuals, handbooks, directives, or guidance issued to staff;
• Training materials, presentations, modules, or handouts;
• Internal or external decision-making frameworks, flowcharts, forms, or step-by-step instructions;
• Guidance on timelines, urgency, or escalation procedures;
• Communications (including emails, memoranda, directives, or bulletins) between central office staff and school-based administrators or staff concerning these decision-making criteria, steps, and timelines.
For the purposes of this request, “records” should be construed broadly to include official and unofficial guidance, whether stored or distributed electronically or in hard copy.
