If you do not have a copy the Columbia, Maryland Archives has a copy, but CA gave me a hard time because they are under the misapprehension that it is copyrighted

Responsive to this request, and as previously noted in response to MPIA 2024-131: https://mpia.hcpss.org/requests/2024-131, we have been unable to locate Board Policy Manuals for the school years requested. Similarly, no record of a Central Office Handbook has been located in regard to number three.
Additionally, we found reference to the publication “The Public Schools of Howard County, Maryland” from a September 17, 1975, meeting of the Board of Education: https://go.boarddocs.com/mabe/hcpssmd/Board.nsf/files/867H6R470038/$file/01+14+1975+to+12+08+1975.pdf (see page 281), however the report itself was not maintained within the Board records for the meeting. Please note, under the MPIA process, and as advised in the Nineteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records. The manual also advises that “a private contractor’s own records are not ‘public records’ if the agency does not possess them.”
