Pursuant to the Maryland Public Information Act, Md. Code, General Provisions§ 4-101 et seq., I hereby request access to, and copies of all public records related to mold, plumbing issues, moisture intrusion, indoor air quality, and environmental remediation at Oakland Mills High School, Columbia, Maryland.
Requested Records Include, But Are Not Limited To:
1. All mold inspections, environmental assessments, and indoor air quality reports;
2. Records of mold remediation or abatement efforts, including contractor information, scope of work, and completion reports;
3. Maintenance and facilities records related to water intrusion, roof leaks, plumbing failures, HVAC deficiencies, or humidity control;
4. Complaints or reports from students, parents, or staff regarding mold, plumbing issues, odors, or air quality;
5. Communications with the Maryland Department of the Environment, EPA, Maryland Department of Health, or any regulatory body;
6. Budgetary or procurement records related to mold or environmental remediation; and
7. Internal correspondence discussing mold, dampness, or environmental health concerns at the school.

Responsive to number 1 and 2 above, please find the following records linked/attached below:
• Environmental Walkthroughs: https://ieq.hcpss.org/facilities/oakland-mills-high-school. This online resources includes general walkthroughs of the building by the Office of the Environment as well as Heating Ventilation and Air Conditioning maintenance assessments. The walkthroughs are posted when complete and date back to April 2019.
• OMHS Maintenance Items (2024-01-22). In addition to the above, Building Maintenance/Environmental also walked the building due to increased community concern in 2023. The attached is a record created for this work.
• IEQ Concerns – 2022 to January 2026. The website above shares the last five IEQ concerns per school, with all prior posts for OMHS going back to 2022 pulled in the attached.
Responsive to number 3 above, please find the following records linked/attached below:
• OMHS Work Order Reports. This folder contains work order reports for routine maintenance performed by staff for roofing, HVAC, plumbing, and IEQ at OMHS. Please note, the current work order system only goes back three years. If an additional year is needed, staff would need to determine the time involved in pulling similar reports from our legacy work order system.
• 108.24.B3 Oakland Mills HS DDC Conversion: https://hcpss.bonfirehub.com/publicContracts/174367#!/. This site contains contracting records for a two-phase HVAC project that was constructed during the summers of 2024 and 2025.
• 074.25.B3 Oakland Mills HS DDC Conversion and Other Controls Modification Work: https://hcpss.bonfirehub.com/publicContracts/223276#!/. This site contains contracting records for HVAC construction during the summer of 2025.

Third party reports regarding Oakland Mills High School include: a report from an Industrial Hygiene firm who oversaw the contractors cleaning the media center and two science classrooms (808/809) in 2023 (Oalkand[sic] Mills High School Final Report); a report of a duct inspection done in response to an IEQ Concern (CVI Inspection OMHS HCPSS 2023); and report of a third party HVAC Assessment (OMHS Central HVAC Assess – Final Version 2023-11-20). Under MPIA GP § 4-352, which indicates an agency may deny inspection of building plans, blueprints, schematic drawings, and diagrams where inspection may endanger the life or physical safety of an individual, we have redacted all such drawings from these records. Additionally, under MPIA GP § 4-330, we have redacted sociological information where it contains government-issued identification numbers and/or has the potential to pose a risk to individual safety or privacy.

Responsive to number 3 above, please find attached an additional RFP – Oakland Mills HS Conversion of AHUs and RTUs where bids were obtained from the HCPSS on-call HVAC contractors. Under MPIA GP § 4-352, which indicates an agency may deny inspection of building plans, blueprints, schematic drawings, and diagrams where inspection may endanger the life or physical safety of an individual, we have redacted all such drawings from this records.


Responsive to number 4 above, complaints or reports from students, parents, or staff regarding mold, plumbing issues, odors, or air quality are published on the Oakland Mills High School IEQ website provided above.


Responsive to number 5 above, HCPSS Office of the Environment staff have identified the attached email regarding communications they are aware of with regulatory bodies in relation to IEQ at Oakland Mills High School during the past four years. Under MPIA GP § 4-330, we have redacted sociological information where it contains cell phone numbers and/or has the potential to pose a risk to individual safety or privacy.

The above can be provided via disk/shared file due to the volume of records. No clarification received from requester to continue the remaining portions of this request.
