I am writing to submit a formal request under the provisions of the MPIA to obtain access to certain records held by your office. In accordance with the MPIA, I am requesting the following records:

1. Any inspector general reports, audit reports, responses and/or independent documents pertaining to the HCPSS transportation contract with Zum Services Inc. filed AFTER the September 2024 audit (which is already made publicly available online);

2. Any meeting minutes referencing the HCPSS transportation contract with Zum (subsequent to the transportation services audit in September 2024);

3. Any communications (including but not limited to emails, memos, letters, notes) referencing complaints, incidents or any allegations of fault regarding the transportation services provided by Zum (including those submitted by either the public or school district employees, via hotlines, surveys, online forms, etc) filed since September 2024.

Again, the specific timeframes for these requests are as follows: September 2024 to present.

Responsive to this request, in regard to number one, no records of inspector general reports, audits, or other third-party evaluations/reports pertaining to the HCPSS contract with Zum Services Inc. exist since September 2024. Likewise, in regard to number three, HCPSS Transportation staff indicates no surveys, hotlines or feedback collections regarding Zum services have occurred since September 2024. In addition to the records identified below, additional time would be needed to search communication records.

Please find attached formal letters regarding contract performance identified by staff during this timeframe. Under MPIA GP ยง 4-335, which prevents disclosure of confidential commercial or financial information furnished by an outside unit, records of proprietary operations have been redacted as they have the potential to cause harm to the competitive position of the vendor from whom the information was obtained and are customarily kept confidential by the vendor.

*Some request language is summarized to include the requester's specific document requests and legally protected information (such as personally identifiable information of a student) or personal, defamatory and malicious content removed at the discretion of the school system.

**Responses containing legally protected information available only to the person of interest are omitted from the above report.
