Pursuant to the Maryland Public Information Act (General Provisions Article §§ 4-101 to 4-601), I am requesting access to and copies of public records related to student-on-staff physical incidents.

Specifically, I am requesting data for the following:

The total number of reported physical injuries sustained by staff members caused by students, broken down by individual middle school and by school year, for the period of August 1, 2021, through June 30, 2025.

This request includes all reported incidents regardless of whether medical treatment was sought, as documented in school incident reports, staff injury reports, or health room logs.

For each school year and middle school, please provide the data in a searchable and analyzable electronic format (e.g., Excel or CSV).

Privacy and Redaction:
I am not requesting any personally identifiable information (PII) regarding students or staff to ensure compliance with FERPA and other privacy laws.

Responsive to your request for the number of staff injuries per year and school, worker’s compensation data on staff who sought medical treatment (regardless of location where treatment was sought) for incidents that involved students can be found in the attached. Under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, as well as both under MPIA GP § 4-311, which prevents disclosure of personnel records of an individual, and MPIA GP § 4-329 (b), which prevents disclosure of medical or psychological information about an individual person, we are unable to disclose further details regarding these incidents.
For reference, student discipline data reports would contain counts of violation of attack on staff, however this data does not reflect staff injuries that resulted from a violation. Additionally, individual health room visit logs may exist for staff/visitor/non-student injuries, however no existing report contains data specific to the number of staff injuries and the reason/cause. Please note, under the MPIA process, and as advised in the Nineteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to generate new data or summarize data.
