Requested Information
I would like to request the exported shape and student data for the draft AAC alternative plan similar to what was provided in request 2018-004. This includes shape files (.shp, .shx, .dbf, .prj) for the polygons, assignments at the elementary/middle/high school levels. Also the excel tables containing the student population by polygon information (planpoly.projections.xlsx) that are consistent with those used to evaluate/measure/produce the draft alternative plan. If available, FARMS breakdown by ES/MS/HS level and demographic composition for each polygon would also be helpful. This request may overlap with requests 2018-045, 2018-044, 2018-047, 2017-049, 2018-051, however I did not see a request for the updated data export aligned to the draft similar to that provided in 2018-004
Response Notes
Racial/ethnic breakdown is not used by School Planning at the polygon-level for redistricting study purposes, therefore no responsive data at that level exists. For reference, Changes in Race/Ethnicity Based on Proposed Scenario used by the School Planning Office for the feasibility study is reported at the school level and can be found on page 53 and 54 (Figures 5.8 and 5.9): http://www.hcpss.org/f/schoolplanning/2017-feasibility-study.pdf These numbers represent attendance area population, not children enrolled at the school, and do not include pre-kindergarten. Please note, in this document base is the percent as of the date pulled during the 2016-2017 school year, and proposed is what would be the percent at each school based on current attendance area population after proposed redistricting.
HCPSS has made substantial efforts to ensure the accuracy of this information; however, school polygons and attendance areas are subject to change. Responsive Documents
This file contains assignments per polygon for each study/draft created thus par in the redistricting process. Please note, this table may be joined to the planning polygon shapefile and polygon projections provided below using the “polygon” field in the spreadsheet for use and analysis in a GIS. The student data in the AAC plans does not change, only the polygons assigned to a school.
This file contains all polygon-level data as currently used by School Planning for redistricting purposes. In order to protect against potential disclosures of personally identifiable information about students when looking at polygon-level data where those who know the residents of a particular neighborhood may be able to deduce student-level information, HCPSS is following the National Center for Education Statistics’ federal guidelines for protecting student privacy in public reporting. Under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, FARMs and academic testing data has been suppressed per the key contained in the file.
