During the BoE work session on 11/12, HCPSS staff mentioned that splitting a planning polygon is a lengthy process. Please provide all documents related to this process, including who are the parties involved in this process, conditions when a new polygon is created/split, what geographic/land features are considered and why some polygons were created without any population but are still assigned to schools (e.g. polygons 1082, 2151, 2204 etc.) while other large polygons combines housing and large geographic/land features.

School Planning indicates there are no existing documents which address the creation of polygons, the parties involved, conditions that trigger creation of new polygons, how boundaries are determined, or why certain polygons have no students. For reference, HCPSS Policy & Implementation Procedures 6010 – School Attendance Areas addresses the use of polygons through school attendance areas.
