In regards to MPIA Request #2018-133. Please provide the same information broken down by regional programs and and any other reason for these students to be attending these schools outside of their designated districts.

School Planning does not break down out of district counts by reasons for attendance for redistricting purposes to directly relate to the response under MPIA 18-133 (they only use overall counts where school of attendance does not match school of enrollment), however our Information Technology Office was recently able to produce a report including flags by reason for attendance for out of district enrollment by school from our student reporting system.

Responsive Documents
Counts as of December 2018 of high school students reassigned for reasons under Policy 9000 (employee, home purchase/lease, relocation and other), as well as administrative or programmatic out of district enrollments. Out of district enrollment numbers with low counts in the overall population of students has the potential to reveal confidential student record information when someone with a reasonable knowledge of the community could identify a particular student. As such, HCPSS is following the National Center for Education Statistics’ federal guidelines for protecting student privacy in public reporting. Under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, populations that fall below 10 and/or categories directly related to specific student record information have been suppressed. HCPSS has made substantial efforts to ensure the accuracy of this information; however, data collection and reporting is consistently subject to change. Please be mindful when comparing data as many variances can occur between reports based on date pulled, parameters used, categories included, etc.
