Requested Information
To learn about how teacher preparation programs place their student teacher candidates, we request the following documents from Howard County Public School System as provided for by Maryland Public Information Act, Maryland's regulation regarding public records:
1) One copy of any and all contracts, memoranda of agreement, memoranda of understanding, placement agreements, or like documents which the Howard County Public School System has entered into with any institution(s) of higher education during the 2016-2017 or 2017-2018 school years regarding placement of teacher candidates in student teaching arrangements in district schools.
2) One copy of any letters or documents received by the Howard County Public School System from institutions of higher education during the 2016-2017 or 2017-2018 school years requesting cooperating teachers and/or explaining the process by which cooperating teachers are selected.
[UPDATED NOTE FOR CLARIFICATION ADDED 12/04/17: item #2 is to include copies of correspondence, such as emails or letters, regarding student teaching placements. However, please do not send documents submitted by individual student teachers describing their qualifications (transcripts, personal essays, etc.). Also, please send blank or redacted copies of any documents with information about cooperating teachers. We are seeking information about the process by which student teachers are placed with cooperating teachers, whatever that process may be.]

Responsive to the specific request for handbooks given to HCPSS by institutions of higher education regarding student teaching arrangements, our Teacher and Paraprofessional Development and Support Office indicates if used, these would be given directly to a mentor teacher by the placed students - request withdrawn.

Documents sent to institutions of higher education regarding student teaching position placements, this includes HCPSS’ guidelines for placement, instructions for completing the HCPSS placement application, and sample correspondence sent to students and institutions during this process. Please note, the fields shown in the instructions for completing the HCPSS placement application make up the online database used by most institutions of higher education to request student teaching placements.
