In accordance with the Maryland Public Information Act, I am requesting the following:
1. How many HCPSS students were forced to change schools via involuntary administrative transfers (under policy 9000 or any other policy) in the period 2008 - 2018?
2. What was the underlying policy violation (disciplinary or otherwise) under each of these involuntary administrative transfer cases? Please provide data sorted by calendar year. Also include details about students grade level and race/ethnicity.

Responsive to this request, involuntary student transfers made by the Division of School Management and Instructional Leadership are not tracked in an existing report/record. Such decisions are made on a case by case basis and resulting actions are kept in individual student records, which would require access to and review of private student files. Under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP ยง 4-313, which prevents disclosure of school district records pertaining to individual students to anyone other than the parent/student in interest, we are denying your request to determine underlying policy violations in such cases.
