Requested Information
It is reported that Dr. Martirano recently issued a blanket memorandum of direction to HCPSS staff instructing that every school adopt universal transgender student bathroom access. I request a copy of that memo, for public consideration. I also request a summary of the public hearings, including meeting dates, location, policy reviews, and/or any related public/parental notifications associated with this directive that were afforded Howard County Public School parents prior to this inside memorandum that directly contradicts other public statements regarding this issue.

Resources and guidance used in the development of the HCPSS guidelines are noted on page 10 of the memo, and we have also included below for reference the full documents Providing Safe Space for Transgender and Gender Non-Conforming Youth: Guidelines for Gender Identity Non-Discrimination from the Maryland State Department of Education as well as the Dear Colleague Letter on Transgender Students from the U.S. Department of Justice Civil Rights Division and the U.S. Department of Education Office for Civil Rights. There are no existing records responsive to the request for information related to public hearings/meetings associated with this directive.
