Responsive to the annual number of students placed into private placements by HCPSS, outside of individual student records which are protected under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, these totals are reflected in payment records for the use of such placements. However, with needed redaction to remove individual student information you would be unable to ascertain the total number of students – therefore we are providing the numbers here. The name of the private placement used by HCPSS was the Legacy School: SY2018 = 1; SY2017 = 0; SY2016 = 0; SY2015 = 0; SY2014 = 0.
