I would like to request any and all notes, emails, meeting minutes, and/or additional documentation referencing the county’s decision to rescind Howard County Youth Program’s previously accepted usage of school gyms for their winter basketball program, which was already well in season. Some of the schools in question are (but are not limited to) Dunloggin Middle, Burleigh Manor Middle, Ellicott Mills Middle, Mount View Middle, Patapsco Middle, Fulton Elementary, Lime Kiln Middle, and Atholton Elementary.

Responsive to this request, no records reflect gym time being rescinded for Howard County Youth Program use of HCPSS facilities. For reference, the email included below explains the request and permit process and specifically HCPSS’ work with Howard County Youth Program to find available space. Under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, we have redacted any reference to a particular student, or personally identifiable information that would reveal student information from the responsive records.
