In order to analyze how to move school start times with minimal impact to high school sports activities, I request the following information:
For the past 2 school years, 2017-18, 2018-19, and--where possible--estimates for next school year 2019-20:
1. A list of all HCPSS High School sports teams by high school
2. A list of how many students are/were on each team (average for the year or estimate)
3. A list of each team’s practice schedules and location of the practices (
4. A list of each team’s game schedule to include - date, time and location of the games
5. A list of the coaches for each team and if they are a current teacher with HCPSS
It seems like a spreadsheet form makes the most sense, but any machine-readable format is fine.

Please note, all schools offer the same sports. Under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, HCPSS must protect against the potential disclosures of personally identifiable information about students. In accordance, HCPSS follows the Maryland State Department of Education and the National Center for Education Statistics’ guidelines for protecting student privacy in public reporting and suppresses the following from responsive records: populations that fall below 10; percentages that are less than or equal to 5, or greater than or equal to 95; categories directly related to specific student records; and/or information that can reasonably identify an individual student or reveals information from an individual student’s record or could do so when combined with other publicly accessible data.

The attached practice regulations and notes from the HCPSS Athletics Office includes guidelines regarding typical practice times available to HCPSS high school sports teams. Sample practice schedules are available for review, however additional time would be needed to collect actual schedules from each school/sport.
As approved at the Board of Education meeting May 22, 2012 and noted in the practice regulations record above.
The attached information includes teams by school along with paid and volunteer coaching staff as well as their status as an HCPSS employee. Please note, blanks indicate there is no coaching staff for that activity.
