I am requesting any and all communications, including any emails, committee meeting minutes, and other communications, that went into the development and presentation of testimony in accordance with the motion which was carried on 4/11/19: “Move the Board of Education develop and provide testimony that furthers discussion and additional options about CB17 to mitigate the impact of development on school capacity, the operating budget, and the capital budget.”. I am also requesting all communications regarding discussions and email exchanges regarding said testimony that occurred after it was presented at the 4/22/19 County Council Session.

The attached emails were located through a search of HCPSS mailboxes and relate to the development of testimony on Council Bill 17-2019 following the motion taken April 11, 2019, by the Board of Education or its delivery on April 22, 2019, as well as discussion of the testimony following its presentation. Additionally, text messages falling within these same parameters have been provided. Under MPIA GP § 4-330, as well as MPIA § GP 4-331 which prevents the disclosure of the address or phone number of a public employee, we have redacted sociological information where it contains personal phone numbers, addresses, or has the potential to pose a risk to individual privacy. Additionally, personal financial information of an individual has been redacted under MPIA § GP 4-336.
In addition to the discussion and motion made during the April 11, 2019, Board of Education meeting (link previously released under MPIA 2019-177), the attached documents were used, referenced, and/or created by staff in the development of the testimony on CB17-2019.
