I respectfully request to obtain electronic copies of all email and text communication (if available) between Dawn Popp and current members of the Board of Education and/or Superintendent Martirano for the time period of May 1, 2017 through October 18, 2019.
For email communication, this request is for electronic copies of:
(1) any emails sent to OR received from ‘dpmom23@gmail.com’ or ‘dmpopp@hotmail.com’ in the email accounts belonging to Dr. Martirano or a Board of Education member, for the time period of May 1, 2017 through October 18, 2019.
and
(2) any emails in which the search term ‘Dawn Popp’ or ‘Dawn Millman Popp’ or ‘Popp’ appears in the subject line or body of an email in the email accounts belonging to Dr. Martirano or a Board of Education member, for the time period of May 1, 2017 through October 18, 2019.

Responsive to this request, please find attached an initial batches of emails from mailboxes belonging to either current Board of Education members and/or Dr. Martirano in which the email addresses supplied are anywhere in a To or From field, as well as where the names supplied as keywords showed up in subject line or body of an email. Per discussions to date, we have also included where the email addresses are copied/CC and where keywords are contained in an attachment of an email. Under MPIA GP § 4-330, we redacted sociological information where it contains personal phone numbers, addresses or has the potential to pose a risk to individual privacy.
The second batch of emails reviewed based on the same parameters as above. Under MPIA GP § 4-330, we have redacted sociological information where it contains personal phone numbers, addresses or has the potential to pose a risk to individual privacy. Please note, the attachment found within the first email contained an extensive document detailing information about individual MPIA requests over the course of a year. We have provided here the lines specifically relating to the name in your search term, remaining content would need additional review to determine whether the release of names in combination with available request details on the HCPSS MPIA website reveals exempt information such as personnel or student information under the MPIA, requiring many additional hours to prepare for release.
The final batch of responsive records meeting the same parameters above, inclusive of all remaining emails through May of 2017. Under MPIA GP § 4-330, we have redacted sociological information where it contains personal phone numbers, addresses or has the potential to pose a risk to individual safety or privacy. Under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, we have redacted information that could reveal individual student information from the responsive records. Under MPIA GP § 4-344, which allows a custodian to deny inspection of government documents containing confidential opinions, deliberations, advice or recommendations from one governmental employee or official to another for the purpose of assisting the latter official in the decision-making function, we have redacted pre-decisional discussions related to site acquisition. Additional redactions contained within these records are for non-responsive personal content unrelated to the transaction of HCPSS business such as personal information shared, personal photos from messaging platforms, and one record from a private social media group.
