Responsive to this request, no record of current school year polygon-level data similar to that used during the Boundary Review Process currently exists. Under the MPIA process, and as advised in the Fourteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to “create records to satisfy a PIA request.” Per the MPIA GP § 4-205(c)(4)(iii), an agency is also not required to program a new record if the type of data extraction requested is outside its normal course of business. As previously indicated, the most recent polygon information available can be found on the current Boundary Review Process website under Data Downloads, with FARMS counts by polygon found under the file FARMS Representation: https://www.hcpss.org/school-planning/boundary-review/#feasibility-study.
