Responsive to this request, no existing report is able to identify special education students who enrolled after the first day of school. Please note, under the MPIA process, and as advised in the Fourteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to generate new data or summarize data. In order to extract enrollment date, special education status and the correlation to the date a student received an IEP from the HCPSS reporting system, a new query would have to be programmed. Per the MPIA GP § 4-205(c)(4)(iii), an agency is not required to program a new record if the type of data extraction requested is outside its normal course of business. Additionally, as staff began using the current employee data system during SY16, data from that and prior years do not reflect positions at the time of hire and is therefore not available to report in a similar manner.
Counts of students who had a system enrollment date after the first day of school for that year. Please note, the count may include duplication where students who left the system also returned during the same school year. Additionally, as staff began using the current student data system in SY16, please note prior data was converted from an old system which may have maintained such counts differently. HCPSS has made substantial efforts to ensure the accuracy of this information; however, data collection and reporting is consistently subject to change. Please be mindful when comparing data as many variances can occur between reports based on date pulled, parameters used, categories included, etc.
