In response to Request #2020-231, Policy 2020 governing policy development and periodic review was referenced, as was a grid of policies currently assigned to the Superintendent's Standing Policy Committee. Policy 2020 indicates that all individual policies each must be reviewed at least once every 6 years (but as included in the response to #2020-231, when other documents are incorporated by reference such as separate MOU, these are not reviewed at all even in the 6 year time frame).
• The responsive document "Superintendent's Standing Policy Committee Assignments" includes subtitle "Policy Activity Beginning School Year 2020-2021". Please clarify if these are being reviewed and updated this current year (2019-2020 school year) or won't be reviewed until a year from now (2020-21 school year). How does this impact the effectiveness of policies on the list which reach the 6 year mark before the 2020-21 school year (example, Policy 9260 on the list is due for a review and update on or before June 2020), or which have already passed their 6 year mark (example, Policy 2000 reached its 6 year mark in October 2019 based on last review in 2013)? Does that not then nullify the policy as it presently exists?
• For the policies included in the Standing Policy Committee Assignments responsive documents which are listed below, these all are already past their 6 year mark for review. Please provide copies of meeting minutes at which it was actively decided to forego the 6 year requirement in Policy 2020 for review of these documents. Of particular concern is #5200, which impacts student safety.
• 2000- School Board Governance
• 5200- Pupil Transportation
• 6080-Sustainability


• For the policies included in the Standing Policy Committee Assignments responsive documents which are listed below, these will reach their 6 year mark for review in the next 6 months. Please provide a schedule of when these will be reviewed to ensure this is achieved before these reach their 6 year mark. Of particular concern here are # 9020, 9090, and 9260 which impact student safety.
• 2050- Advisory Committee to Staff and Schools
• 4070- Fund Balance
• 6000- Site Selection and Acquisition
• 8070- Religion and Religious Materials
• 9020- Students' Rights and Responsibilities.
• 9090- Wellness Through Nutrition and Physical Activity
• 9260- Student Search and Seizure

• For the policies listed below, these are not included in the current Standing Policy Committee Assignments nor on the HCPSS website in the list of policies currently under full review. However, based on a review of the HCPSS website, these all have last review dates for which the 6 year mark has passed or will soon pass. Please provide schedule of when these will be reviewed and meeting minutes at which it was decided to forego the 6 year requirement in Policy 2020 for review of these documents. Of particular concern here are #3020 and #5120, as they impact student safety.

Responsive to this request, pending Board approval, the policies on the Standing Policy Committee list previously provided will be revised by a committee, modified by staff, or have no further action during the SY20-21. A report of the outcomes of the current review process with recommendations for such actions will be provided at the February 13, 2020, Board of Education meeting under the 2020-2021 Proposed Policy Activity Report. For reference, staff indicates policies are always in effect despite date of review by the Standing Committee. All policies are to be adhered to once they are adopted by the Board, and a policy is only rescinded or nullified when the Board votes to do so. Therefore there are no records of foregoing review of policies.
