The FY2021 HCPSS Approved Operating Budget lists the 2016 - 2018 Free and Reduced Meal percentages on page 6 as the following:
2016 22.2%
2017 22.1%
2018 18.9%
However, the Maryland Report Card on the MSDE website lists the FARMs rates and numbers as:
2016 22.0% 12,180 students
2017 22.1% 12,393 students
2018 23.0% 13,187 students
Thus, I am requesting the actual number of HCPSS students on Free and Reduced Meals in 2018, as reported to MSDE, since it is more than 2,300 students different from the HCPSS budget book.

Responsive to this request, the data found on the Maryland Report Card under the Demographics, Student Groups Populations trend section for 2018 is the actual number of FARMs students as reported by HCPSS for that school year. Please note, differences found in reported numbers are due to variances in reporting parameters. In this case, staff indicates data on FARMs reported in the FY21 HCPSS Operating Budget is based on enrollment/counts from September of SY18 while Maryland Report Card data on special services is based on enrollment/counts from April of SY18.
