HCPSS MPIA Request #2020-378

Requested Information
Since the Open Meetings Compliance Board found that Jen Mallo and Sabina Taj violated the Open Meetings Act by texting instructions to each other during a public board meeting, and since the public has no way of knowing if they are still violating the Open Meetings Act, I am requesting all electronic correspondence across any platform/app/site where messages can be exchanged (including, but not limited to text messages on HCPSS-provided and personal cell phones, Facebook Messenger, What's App, Reddit, Twitter, Tinder, Snapchat, Instagram, WeChat, Tik Tok, Skype, GoTo Meeting, Microsoft Teams, and Zoom) to and from each of those two Board members during the duration of each public board meeting from the date of this submission (Apr. 20, 2020), henceforth.

Please ensure that messages are not deleted in advance and please provide the messages at the close of each board meeting.

Under the MPIA process, and as advised in the Fourteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not “required to commit itself to provide records that have not yet been created.”

*Some request language is summarized to include the requester’s specific document requests and remove legally protected information (such as personally identifiable information of a student).

**Responses that contain legally protected information are not posted to this site – these responses are set directly to requesters. Howard County Public Schools reserves the right to remove erroneous or outdated documents from this site.
