Responsive to this request, RFP 025.20.B5, Automated School Bus Stop Arm & Bus Safety Video-Monitoring System was awarded by the Howard County Board of Education on February 13, 2020 – information about that award can be found here: https://go.boarddocs.com/mabe/hcpssmd/Board.nsf/files/BLJLBR55CB8F/$file/02%2013%202020%20Bids%20Contracts%20%20BR.pdf. The following records are available via mail/disk due to volume:
- Technical Proposal as submitted by BusPatrol to this RFP, along with attachments to the Technical Proposal. Exemptions found within those records included the following: Under MPIA GP § 4-335, which prevents disclosure of confidential trade secret, commercial or financial records furnished by an outside unit, biographical data (including resumes) on key employees, as well as identification of proprietary operations, processes, experience and performance, training, staffing/organization and management, and customer reference information (also under MPIA GP § 4-310) have been redacted as they have the potential to cause harm to the competitive position of the vendor from whom the information was obtained and/or impair our ability to obtain similar information in the future; and Under MPIA GP § 4-330, we have redacted sociological information where it contains personal phone numbers and has the potential to pose a risk to individual safety or privacy.
- Supplemental Response as submitted by BusPatrol to this RFP. Under MPIA GP § 4-335, similar information to that found in their Technical Proposal, such as identification of proprietary operations including a conversion plan, unique pricing and technical solutions, and management of subcontractors, were redacted as they have the potential to cause harm to the competitive position of the vendor from whom the information was obtained and/or impair our ability to obtain similar information in the future.
- Technical Proposal as submitted by Verra Mobility to this RFP. Under MPIA GP § 4-335, which prevents disclosure of confidential trade secret, commercial or financial records furnished by an outside unit, proprietary system screenshots (including sample violation images and their associated license plate data which has the potential to violate the originating jurisdiction’s law under MPIA GP §4-301), biographical data (including resumes) on key employees, and customer reference information (also under MPIA GP § 4-310) have been redacted as they have the potential to cause harm to the competitive position of the vendor from whom the information was obtained and/or impair our ability to obtain similar information in the future.
- Price proposals from both vendors. Under MPIA GP § 4-335, similar information to that found in the previously released Technical and Supplemental Proposals, as well as unique pricing and technical solutions, were redacted as they have the potential to cause harm to the competitive position of the vendor from whom the information was obtained and/or impair our ability to obtain similar information in the future.
