HCPSS MPIA Request #2020-422

Requestor
Scott Shelley
Requested Information
I would like to know how many rising juniors are going to attend Glenelg High School for the 2020-21 school year after having attended another high school during the 2019-20 school year. Please subdivide the count by the original school attended.

e.g.
5 rising juniors from Howard to Glenelg
7 rising juniors from River Hill to Glenelg
9 rising juniors from Reservoir to Glenelg

I define a rising junior as a student who was a sophomore during the 2019-20 school year and who will be a junior during the 2020-21 school year.

Additionally, please tell me how many students were in the sophomore class during FY 2019-20 and how many students are expected to be in the junior class during FY 2020-21 at Glenelg.

Response Notes

Under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, HCPSS must protect against the potential disclosures of personally identifiable information about students. In accordance, HCPSS follows the Maryland State Department of Education and the National Center for Education Statistics’ guidelines for protecting student privacy in public reporting and suppresses the following from responsive records: populations that fall below 10; percentages that are less than or equal to 5, or greater than or equal to 95; categories directly related to specific student records; and/or information that can reasonably identify an individual student or reveals information from an individual student’s record or could do so when combined with other publicly accessible data.As such, we are unable to release the data requested due to a small population size for the number of expected rising juniors attending Glenelg in the 20-21 school year who previously attended another school in 19-20.

*Some request language is summarized to include the requester's specific document requests and legally protected information (such as personally identifiable information of a student) or personal, defamatory and malicious content removed at the discretion of the school system.

**Responses containing legally protected information available only to the person of interest are omitted from the above report.
