I would also like to have an explanation of the Benefit Credits program ( how is it administered, who is eligible, how much does part time ees receive, does an employee need to be enrolled in a plan to get the cash payment?) Also, what is the philosophy for giving $420 towards benefit.
Please supply a report of the last 3 years with how much the school system has paid in benefit credits and confirm whether the benefit credits are included in the pricetag of the benefit.
Also, please supply a breakout for FY2020 of how employees spent their benefit credits. For example, 500 employees used it towards HMO medical benefits, 100 employees had it put in their FSA, etc.

Responsive to this request, in addition to the records provided below, staff indicates HCPSS has not made any health plan design changes within the past five years, which must be negotiated with each bargaining unit. Furthermore, no existing records will reflect how an employee chooses to spend the benefit credit. The credit is post-tax and is not directly related to a specific optional insured benefit. Our Accounting Office also indicates no report exists for the amount the school system has paid in benefit credits over the past three years.
