I request access to the following records:
Pages of any ten (10) Individualized Education Program (IEP), which were amended or approved in year 2019, of the students who are enrolled at the Kennedy Krieger School Fairmount Campus (the School) by the HCPSS, which contain the following sentence (the Sentence): Are other supports needed to assist the student during transportation?
You will need to identify the students who were enrolled at the School by the HCPSS. Among those students, identify ten (10) IEPs which were amended or approved in year 2019. Among those IEPs, provide me with copies of the page which contain the Sentence. Your response is expected to contain ten (10) pages and each page belongs to IEPs of ten (10) different students and all of those students are enrolled at the School by the HCPSS.

Responsive to this request, Individualized Education Plans (IEPs) are developed for and maintained for individual students and thus would require access to and review of private student files, which are exempt from disclosure under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP ยง 4-313, which prevents disclosure of school district records pertaining to individual students. As such, we are unable to provide the requested records.
