Response Document to MPIA Request #2021-077 10/2/20 states "SIPPS (Systematic Instruction in Phonological Awareness, Phonics, and Sight Words) Since the 2019 chart provided above, staff indicates the only new reading intervention added is SIPPS (Systematic Instruction in Phonological Awareness, Phonics, and Sight Words) which has a targeted focus area in foundational skills Tier 2 or 3. For reference, a description of this program can be found on the program’s website."
I am requesting:
(1) Any and all records of the District's purcahse of the SIPPS program including but not limited to requests for proposals, rational/purpose, agreements, contracts, budget items.
(2) Any and all records of the District implementation plan and timeline both independently and in collaboration with Collaborative Classroom including but not limited to target student population/profile, staff development/training, implementation protocols, tier 2 and/or tier 3 fidelity protocols, program monitoring and student progress and data-monitoring.
(3) Any and all information regarding SIPPS and HB690 / SB734 (Ready to Read Act)
(4) Any and all information/documentation regarding SIPPS and language-based learning disabilities (dyslexia, dysgraphia, dyscalculia)

Responsive to this request, in addition to the documents below, for reference, the Center for Collaborative Classrooms website contains a description of SIPPS, including its use for students with language-based learning disabilities: https://www.collaborativeclassroom.org/programs/sipps/. Due to the fact the product is purchased from a vendor (the Center for Collaborative Classrooms), from which other products are purchased as well, additional time and clarification would be needed to identify records beyond those above.
As presented to the Board of Education in February 2021, SIPPS is utilized to support reading instruction within HCPSS at the elementary and secondary levels as part of a multi-tiered system of supports.
As passed in 2019, SB0734 required all school systems to ensure students are screened to identify risks for reading difficulties and provide supplemental reading instruction. HCPSS implementation is outlined in the Reading Program Update document above (begins on page 11).
SIPPS has been used as part of a wider phonics program from the Center for Collaborative Classrooms (see PC-70), details of which can be found in this contract award report.
Information found in agendas for Special Education staff training on SIPPS show implementation in 2020 and 2021. Under MPIA GP § 4-338, which requires a custodian to deny inspection of information about the security of an information system, we have redacted unique identifiers such as online login information.
