Under the Maryland Public Information Act, Fox45 News is requesting the following: Student achievement/grading data for the 1st, 2nd 3rd, 4th quarters of the 2020/2021, 2019/2020 and 2018/2019 school years. This request should not include any identifying student information. We are asking for aggregate student performance metrics for each grade level.

Responsive to this request, HCPSS has no existing report containing grading data similar to that from Baltimore City Public Schools. Under the MPIA process, and as advised in the Fifteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to generate new data or summarize data, nor is an agency required to program a new record if the type of data extraction requested is outside its normal course of business per the MPIA GP § 4-205(c)(4)(iii).
For reference, there are several standardized data points that you may find useful which all schools report to the Maryland State Department of Education on academic achievement, which are publically available through the MSDE Report Card website: https://reportcard.msde.maryland.gov/Graphs/#/AtaGlance/Index/3/17/6/13/XXXX.
