Responsive to this request, staff located one complaint during the timeframe requested handled by the HCPSS Title IX Coordinator. Under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, we are unable to release the responsive records related to this complaint. MPIA GP § 4-329 (b) also prevents disclosure of medical or psychological information about an individual person and MPIA GP § 4-311 prevents disclosure of personnel records of an individual. Even with redaction of identifiers, information contained could reasonably identify individual students or staff, reveal information from an individual student or personnel record, or could do so when combined with other publicly accessible information.
