Responsive to this request, neither of the percentages sought are data kept by HCPSS. Please note, under the MPIA process, and as advised in the Sixteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to generate new data or summarize data.
Specifically, HCPSS currently collects individual proof of employee vaccination for purposes of staff COVID-19 vaccination requirements through a secure Health Insurance Portability and Accountability Act (HIPAA) compliant platform, and shares overall percentage of FT/PT staff vaccinated, however no totals or percentages by building are currently calculated/used by the school system. Employees also have the option to instead participate in weekly testing. Regarding the percentage of vaccinated students for each individual school, HCPSS does not collect individual proof of vaccination status outside requirements for student-athletes, who can also opt to instead participate in weekly testing.
For reference, information on vaccination rates in Howard County is being collected by the Health Department (a separate entity from HCPSS) - you can find information on submitting an MPIA to them here (under Other Health Department Services): https://www.howardcountymd.gov/health.
