HCPSS MPIA Request #2022-133

Requestor
Lena Kennedy
Requested Information
I am requesting the number of students per school for which invoices have been sent for damaged, lost, or stolen Chromebooks since they have been issued to students. I would like a spread sheet that breaks it down by school, grade, reason (damaged/stole/lost) for the invoice, and the amount of the invoice.

Responsive to this request, please find attached data by school on damaged, lost or stolen Chromebooks for which invoices have been issued. Please note, a student may have more than one invoice – the distinct count of students reflects individual students and not number of times invoiced. For reference, charges are as noted on this website, with reduced rates given based on student/family needs: https://www.hcpss.org/devices/repair-costs/. Under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, and MPIA GP § 4-336, which prevents disclosure of portions of a record that contains information about the finances of an individual including financial history or activities, total invoiced amount is separate from individual student charges by incident type and grade which could reveal such information based on published costs/discounted rates. Additionally, we have redacted details for two schools where only one student school-wide has been charged which constitutes student-level data. HCPSS has made substantial efforts to ensure the accuracy of this information; however, data collection and reporting is consistently subject to change. Please be mindful when comparing data as many variances can occur between reports based on date pulled, parameters used, categories included, etc.

*Some request language is summarized to include the requester's specific document requests and legally protected information (such as personally identifiable information of a student) or personal, defamatory and malicious content removed at the discretion of the school system.

**Responses containing legally protected information available only to the person of interest are omitted from the above report.
