For reference, salaries for Board of Education members and a scholarship for the Student Member of the Board are statutorily defined for Howard County under Education Article §3-703. Further clarification and time would be needed to determine scope of out of court settlements.

This report includes available summary information on reimbursements paid to Board of Education members and Dr. Martirano, as well as invoices for Student Member of the Board expenses for FY2020 through FY2022. Please note, no reimbursements were made for the Student Member of the Board for FY2022. Under MPIA GP § 4-311, which prevents disclosure of personnel records of an individual, employee identification numbers have been redacted.
Responsive to the portion of this request seeking ethics forms, and per clarification you are seeking ethics forms that school board members and the top execs employed by the school system need to fill out, attached are the most recent ethics forms required of Board of Education members and employees of the school system related to Financial Disclosures. For reference, the HCPSS staff required to fill these out, per the HCPSS Ethics Regulations, are:

(2) All employees that report directly to the Superintendent;
(3) All employees with the following partial or full title:
